The settings do not matter for Trustfactor, except allow third partie programs etc... Your Trust Factor will be low if they can link your new account to your old one in any way.

CS settings like binds etc... do not matter. Unless for example you want to stream over Twich and put "-allow_third_party_software" in the launch options. This will as long as you use it, impact your Trust Factor but not permanently. Otherwise, your config does not matter.
Now for the latter... yes you can delete your old account and then use the email again. Your phone number doesn't really matter anymore that much for prime or the Steam authenticator... but still adding a phone number gives you more recovery options for your account.
What I'm talking about is Steam using all means that are not too invasive to connect your banned account to any new one. Therefore, I can only advise you to let it happen and if you just legitimately play the game you will also get a good trust factor if you remain a positive member of the CS and Steam community from now on.
