Report a translation problem
This is happening because you downloaded or installed something that is unabling VAC from working, IT DOESN'T MEAN IT'S A HACK!!, but it does mean you won't be able to play unless you remove this program, or file, or folder, whatever it is. Try to trace your steps on what you add to your machine recently to see if you can remove it.
I already had this issue and was League of Legends. Once I installed League of Legends to play with my friends and when I went to play CS:GO VAC wasn't able to do the work, so I deleted League of Legends and all it's folders and files, I was able to play CS:GO again... After something like 4 or 5 years I downloaded League of Legends again to play with my friends (at the time I totally forgot about this issue), and then happened again...
I'm not saying your problem is League of Legends, I'm saying there's nothing installed that isn't allowing VAC to work, and you must remove it. Redownload CS:GO won't fix because it's working as intended, the VAC Shield (yes, it's ♥♥♥♥ ) scans your machine every time you open CS:GO, and it just found something "malicious" in your machine.
Again... It doesn't mean hack.
doing so will help to solve your problem faster.
like what "N Lindo" stated, it is very obvious you got a 3rd party program interfering with Valve Anti Cheat System.
