You only really need to use freq when using monitors with higher hz, like 75,120,144,244 and so on, if you have a monitor with higher hz and dont use Freq you will get input-lag (delays in your movement).
No exactly (only if using monitors with higher hz benefits from using that command) but you could benefit from not using v-sync on (which stops capping your fps) to get a smoother image experience (one known youtuber tested this out and having atleast double fps than your hz will make it feel alot better).
If you computer could handle 120fps ingame without dropping below it while gaming, test out (fps_max 0) you could then lock it at fps_max 120 to get it more stable, if your computer cant handle it and let's say, drop it down to 80-100 at some times, i would ratter use v-sync on, or your game would feel choppy at sometimes.
