When i see enemy (peek or behind the wall) 0.5-1 second freezing stuttering fps drop

-Re-installed gpu drivers
-Deleted nvidia sound drivers
-Turned off steam overlay in game
-Max pre-render frame is 1
-Game installed ssd
-Ssd optimized
-Drivers uptaded
-Game reinstalled
-Settings resetted

Startup settings -novid -threads 4 -high -nod3d9ex -language english -tickrate 128 -freq 144 -
refresh 144 +r_dynamic 0 +cl_preload 1 +sv_preload 1

Resolution settings
-4:3 1280x1020 strechted
-Fps over 200
-Vysnc off

AMD 3.9GHz Ryzen 2200G
MSI B350M Gaming Pro

Edit: I can play Battlefield 1-4 multiplayer in high settings also gta 5

to me it looks like his system is waiting for another component to render the next frames.
he could have not enough ram. slow ram. slow hdd. slow cpu.
i would install "latencymon" . this program is tracking all executions and can track which component is the slowest one.

i cant see but if enemy waiting behind the wall and enemy if in my fov my screen is stuttering 0.5-1 sec

bottlenecking somehere, overheating can cause dips like that.
or even sound problems, lot of similar issues do that.
But i guess overheating is most common, specially since you say fps drop.
The components do dips in fps/performance to stop overheating themselves. ANd this happens when the computer needs to be more active, hence when enemys pop in your view.

what about the rest? gpu? maybe ram are overheating (i doubt that)

Yes have not problem my cpu i gonna go play cs go with latencymon and i uninstalled my antivirus program right now
