Why are my fps/var dropping randomly at DM/MM

Why is this game running worse with every update for me, and the latest one made it almost unplayable
I had issues with random var spikes while playing a workshop maps with bots e.g aim_botz (300-400fps) for like 2 months now but at the moment while I'm playing a 16 slot DM server the fps ranges between 150-220 which is too low to be true (i5 7600k/16GB/GTX 780Ti/all low settings/character contrast disabled/antialiasing none/4:3/1280x960) so there is nothing that should bring my fps this low(while having 240hz rr), on top of that I'm experiencing this random var spikes still which are causing the game to drop fps value drastically within a milisecond (usually when sbd appears on my screen)and the game just freezes for like 1/8 a second which makes it impossible to not get pissed off while playing not to mention aiming, and this happens every few seconds
I asked one guy in matchmaking if only I am experiencing this and he said that he has the same problem,
It's not the ping issue and not even an OS issue because actually today I did a hard reset of my system, installed the game set it all up, got onto a dm and wasn't even surprised the same s*** is happening over and over again
I did not have this problem like 3 months ago, so what's wrong valve :)

no, -high and -threads 4 gives me nothing

maybe bad windows or bad cpu for me im having over 400 fps and no lags at all neither on death match

Try to minimize usage of your machine resources. You are probably running other programs in the background. Close your browsers, other games and etc...

everything is out, just cs,I even stopped the antivirus
