Yes but it would also force hackers to make their hacks even more evasive, which would intensify the ongoing battle.. I think this battle is unwinnable and you'll always have cheaters. The thing is that sometimes they will be ahead, and then the anti-cheaters.
At least anti-cheat engine developers will not run out of work
never goign to happen. too easy to just sell a graphic card and the new owner get vac because VAC detect this card being used somewhere else for instance. Intrusive antio cheat is the way to go. Its not perfect but far better then anything valve did in all cs history.
an intrusive anticheat isnt even necessary, for what it is, vac is actually pretty good. the major problem with it is that its been fully understood (with large parts of it being fully reverse engineered by now), which makes it useless since cheat developers can use public information available to bypass every of vac's checks and make sure their cheat stays undetected. an intrusive anticheat, if implemented badly, is easier to bypass than a non-intrusive anticheat, the issue is simply that valve gave up on vac long time ago, ever since they realized that the cheating community knows too much about it
thats why they nowadays focus on vacnet and trust factor entirely, which is working to some extend, though a bit abusable and not good for new players on fresh accounts
