What does it mean when a server gets shut down at the end of a match?

It means that server is shutting down to reset or for maintenance. Just restart another match. There is more than one server.

You mean casual gamemodes? In DM I have found that if 3 matches are played where it's only 1 player and bots, it will be shut down.

CSGO servers run as virtual machines on big datahouse hardware. They start up when needed for a game, and shutdown afterward automatically.
