where can i activate hrtf and deactivate occlusion?

snd_hwcompat 1 (disables 3d options aka makes it the same way it was before HRTF and occlusion)

Toggle for changing them on the fly BindToggle o snd_hwcompat (or change the o to some other key that you prefer)

Are you using stereo headset or "5.1/7.1" headset (or even speakers)?

stereo headset. i dont own these useless surround headphones

Check also other commands, which affect positional audio https://www.reddit.com/r/GlobalOffensive/comments/3zqtvm/improved_csgo_sound_why_the_popular_settings_suck/ (I don't know much about other settings :P)

already did a while ago. before they decided to not let me decide

Well, I feel like I can hear steps better with volume 1 (but that means I have to manually lower csgo's volume from windows, if I want to use ts/discord etc...)
