It's not a case, it's a map collection.

None, they are only gotten from random drops or souvenir cases from majors.

Other than that you have to but then from other users

Collections are random drops and/or mission drops.
You can buy Souvenir Packages in the Steam market for the map, thats the collection too but as souvenir skins.

No, they are random and it's very very rare.

Drops where nerfed down alot in the past years. Most commonly you will get grafitties or $0.01 weapon cases as weekly timed drops.
Playing and waiting for specific weapon skin drop is basically useless.
The only guaranteed weapon skin drop is the level-up drop once per week.
Time of idling game hours is over since 3yrs or so (back then you get like 4 timed drops per week and weapon skins more often).
