HWID Ban

i know its kinda old and lame discussion but what you think about why Valve still didn't implement HWID ban till now despite there is so many hackers we met?

Valorant implement this ban and their system is much good rn, some of my CSGO pro players leaving this game because they meet cheaters every mm. but thanks to FaceIT, ESEA, etc that keep this game matchmaking fair and alive.
