Its just between you and the website. They can see only Your trade offer sent to someone where you want some skins for nothing. Same kind of offer like scammers are sending to their victims.
Now imagine situation where someone Get scammed and report it to steam moderators. Of course they can see stats about skins they created and they can track them. But until they read this report maybe because of lot of work or something 7days passed and scammer went to the buff and sold this stolen skin for really good price. Of course on big site like buff this skin is going to be sold in few seconds. Now you are new owner of skin and steam moderators find out this skin in your inventory. They look at your trading history and saw that suspicious trade. I Think that every scammer knows that his account is going to be banned once and he need to transfer money as fast as possible to another account. Steam moderators knows it too.
Now Imagine you are steam moderator.
How can you know if the guy who has this stolen skin in inventory now is not just scammers second account? Of course location. But if this guy is from the same city as you are ? how can you prove you are not connected with this guy, and even better if you already have some reports for "scamming" .
I would say that the safest way is to buy/sell skins directly from steam. Or trade Item for item. I know that it is way harder because of high fees and you have to deal with other people etc. But if you buy stolen skin from steam market you have full history of that skin so they can refund you or you are at least not marked as thief.
Also If you trade skin for skin you can ask for your skin you changed for that stolen skin.
I wasnt in this situation by myself yet. But you are always talking with people on the another side even if you are sending report that you have been scammed. Computer can store your message but at the end of the day there will always be steam moderator who is trying to solve your problem.
