No idea why you even would be doing that.
Modern gear is to weak for 4k competitive gameplay. And hl2 engine is poorly optimised for that.
CS is also not a beautiful game. It is competitive and more fps is more important than beauty. So when you don't like low resolution at least go with 1920x1080.

It's good that you also now say that smoothness is more important than very high resolution. I play with a 144hz Monitor with your setup and low resolution because as a competitive player for me this is key. I've 400 fps on average.
I completely understand you, I think the same in any other game. Games should look very nice so I try to get the best graphics settings possible. There is nothing against beeing a casual. ^^
At the end of Counter Strike 1.6 I also used fullhd resolution since fps was capped on 100 and the modern PC's could easily handle 100 fps in any situation. In CSGO and with more hz and frames are required so I reduced it again.
