Is there a server command to change how long weapons take to reload?

Don't think so but you could set infinite ammo

If one existed, and something detected you're headshots were ridiculously high (e.g. spinbotting), could this stop the person from reloading? And simultaneously reduce their clipsize too.

maybe that's naive
