You can download 5vs5 esl server config and just add it to the csgo folder inside cfg then you can type exec 5vs5esl or something, Or you can go inside the csgo folder and look for gamemode competitive.cfg and change the things inside there

steamapps\common\Counter-Strike Global Offensive\csgo\cfg

In the "Practice with Bots" menu where you select a map, there should be a drop-down in the top right where you can select bots.

exec gamemode_competitive_offline

This should be the command you're looking for.
To have unrestricted amount of bots, do combine mp_autokick 0 and mp_autoteambalance 0 with mp_limitteams 0.

Starting the game in Competitive mode will allow you to have only five bots at max.
To have ten bots and more, you must start the match in Casual or Custom game mode.
I have also tried offline mode with bots , seems like valve broke them , They dont even spawn and also when the round timer ends it just doesnt end the round it keeps going on. Valve pls fix.

If they don't spawn, then that's caused by autokick, the limit of players, and many other commands alike that.

The bots still do work just like before.
The only changed thing is you do have to add „offline“ in the end, and that's it.

If you do intend to have only five bots, though, it's better to keep the Competitive game mode.
It's not a big deal, but only the Wingman and Competitive game modes do show us the end result of the round during scoreboard with the amount of players from each time alive when the round ends.
Casual game modes do not show us such informations.
Not a big deal, but some people like me do like to see how well we've played the previous rounds based on the dry facts and results, and so the only way to see them is by doing this.

Anyway, you're welcome.
