It can't be done until government gets involved, that website is a business and technically a legit one, at least until Volvo claims it's against their ToS. But Volvo has to claim that and sooner or later you figure out you can't fight that such way.
HOWEVER
Way you can do it is to make players scared to use it. You can do somewhat of a lazy fight against websites just so you can catch accounts being used to boost. Then just ban anyone who teamed up with them. That way you do not have to do a clean sweep and catch too many, once people start crying on reddit and ♥♥♥♥ people will stop using boosting services to such extent.
That would also hurt black market trading of CS accounts which is technically a good thing, people would be more scared to buy an account.
Guess 1-st ban for using such service could be an unsportsmanlike ban and it can be like a month or two month cooldown from ranked.
Don't think reset would help cause way more people would be bored of grinding it back.
By banning accounts that team up with accounts used by those companies that sell boosting services it would lower the demand for boosting - and with it cripple the market as it would be less profitable to run such business.
Also volvo cannot FORCE you to play a video game. If you think game experience does not match anything in your expectations you are a free human, you can leave.
