In this case, can be only a Smooth (Low) Aim so.
The crosshair slowly moves on the target instead intlantly lock the enemy.

I often review Overwatch cases most of them blatantly cheating in some rare cases i see suspect uses trigger and snaps at target way before he can see him and this guy's aim wasnt like that, it wasnt snapping right away on target but with slow motion aiming at target boom with awp and his aim back to normal

it can happen that you start firing when off and re-adjust but there are players who do that all the time and adjust at the same pace each and ever time showing aim's tendency to go towards center mass.
That's soft aim, not even best aimers are capable of doing that consistently, even pros are not that clean and clinical. Because it's not as needed as team play is.
When someone misses first shot very often but spray control is always so smooth and regardless of enemy's movement or position - just works every time - then it's a soft aim.
Again, people miss first shots and re-adjust the spray, just good players won't do that consistently because it's bad, you need to hit most of your first shots in a spray in order to win.
It's subtle and sometimes it's hard to be 100% conclusive about it, but cheaters are usually not that smart so they use it when walking and ♥♥♥♥. So you just need to watch them slip as they always do.
Things to look at are:
1) initial shot accuracy
2) spray adjust speed towards the target, soft aim has it consistent
3) it tends to go towards the same area unless they switch it around
4) even when player is on the move it executes the same thing, which is not something best players can do that easily and consistently - aim is always a bit more shaky on the move and you cannot expect the same level of consistency nor adjust accuracy.
