The problem is in the game.
Try doing a clean reinstall of both SSE and your device drivers using the following steps.
Please note that this will delete any saved configures within SSE, so please save them to the cloud.
Navigate to and run: C:\Program Files\SteelSeries\SteelSeries Engine 3\uninst.exe
We will need to uninstall the existing driver( if there is one) completely. To resolve this issue, please take the following steps:
1) Make sure your SteelSeries Engine is up to date. Install the latest version if you have not already. It's very important that the latest version of SteelSeries Engine is installed PRIOR to taking the next steps. Please find the latest version at: http://steelseries.com/engine
2) Using the search functionality in Windows, search for "Device Manager" - click and open it
Note: If this does not work, search for "Control Panel" and navigate to Device Manager
3) Find the device in the device tree
4) Right click and select "Properties"
4a) If there is a second or multiple entries related to the device, you will need to repeat this process.
5) Click "Driver" on the top toolbar and select "Uninstall (Advanced)" at the bottom.
6) Ensure the checkbox is checked and uninstall the driver.
7) Select Uninstall Device.
8) Once this is done, replug the device and the driver will reinstall
Due to the number of unique hardware configurations, software, and settings our users have, troubleshooting individual peripheral issues is nearly impossible for us. A good first step for peripheral issues is to check the in-game settings for your affected device.
We recommend downloading any required drivers for your hardware, and if possible, re-test the issue with a replacement product.
If this does not help, you may want to reach out to the Steam Community for help—it's possible other users have a similar peripheral and configuration and have found a resolution for the issue you're experiencing. If you can't find help here we recommend reaching out to a local PC technician who can provide individual Support for your specific issue.
I'm sorry we can't be of more help with this, but the number of potential causes makes it nearly impossible for us to provide accurate support for peripheral hardware such as keyboards and mice.

But i'm not the only one affected by this. Every second post in forum is about this problem. And it happens only when you use steam overlay, so the problem must be on you side. Please do a check.
I'm having the same issue with an FK1
