hw ban can not be permanent, but it would make cheating being much harder. Way is it now is still comfortable. Just purchase prime on new account or purchase "smurf" account is fast process. Letting them having month hwid ban forcing them to use malware infested hwid spoofing software would be nice additional measure.
I also agree with intrusive anti cheats like they have in Valorant it simply work, there is like 100 times more cheaters in csgo due to that puny software VAC that can only detect silly little hacks coded by mommy. And accidently ban legit players! xD!
it is nor easy to run cheats on their computers. You can't just run there any executable you want. Most of the time they are running in kiosk mode so people can run just pre-installed apps. Imagine having computers with Administrator accounts in internet coffee. Lifetime of such solution would be counted in minutes. This is just excuse, not real thing preventing hwid bans.
if I meet such place with unsecured computers, I would run some nasty worm on their network. It is much better fun to watch admin collapsing than just cheat in CS:GO :-D
