how to have good fps on i7 3770 intel HD 4000
how do i get my fps to be at least 30 or 60 without having to play it on a window mode someone please help me

Just your CPU won't ever give us enough info to determine any somewhat accurated number.
Check steam's "minimum specs", compare (prefferably a bit higher than min spec) and use fps commands, unpark cpus and what not
