I found a blue USP Kill confirmed on a skin site. After some searching it appears to be a China skin. Are these skins compatible with the US version of the game? Are they tradable? More valuable?

No they are not available for outside china.
They are different in version bcs china has a term where it says that games shouldnt have Skulls. Kill confirmed has skulls in it so it was re modified. Same with some other weapons
