If the issue only occurs when queuing with other players, this is because someone in your lobby is running server-picking software. To play with these users everyone in your lobby will need to disable or remove similar software.
If you have removed the software, are solo queuing, and are still experiencing this issue, please follow the instructions below to decrease your max ping setting in Steam:
From the main Steam window please select 'Steam' in the upper left, select 'Settings', and go to the 'In-Game' tab.
Toward the bottom of this tab there should be an option labeled 'In-Game server browser: Max pings/minute'.
Click the drop down and select 250.
Once you have done this please re-test the issue. If this did not help, please try setting the following game launch option and re-test the issue: +clientport 27007
If the first launch option did not work, please remove it and try: +clientport 27006
