3080 ti i9 9900K "low" FPS on high end system

Hope somebody can help me with this, i've tried a lot.

Also reinstalled windows and drivers.. with the clean remove driver software, tryed a lot in bios. From manual setting cores, and using Rezible bar.. so need help :D *snnniiiif*

PC mark gives me 7158 in score, so no problems running other things. I upgraded so i could get a least 360 hz with my monitor. 1080p

The game uses 1 core up to 100% and totally cores about 10%
CPU temps are max 80 Degrees one the one core
the RTX 3080 TI uses about 40-50% usage
GPU Temps are about 50 degrees
all seen in MSI Afterburner.

I have FPS in the 100-380 range on Inferno, so as low at in the 180 ish i would think- also ON LOW settings.

Removing Affinity core 0 doesn't seem to help or -Treads nor -High. NO background services is interfering..
The FPS Bencmark in the workshop gives me 340 average on high 460 on low settings.. Thats about the same as i got on my RX 5700 XT.

So do anyone have a brilliant idea? Im out of idea's.

That's weird, I sometimes touch 1000 fps with a 5600x.

1000 fps sometimes, i don't care about, its the deeps of 150 fps mid game i try to get rit off. When i have a beef of a computer its a shame i can't utilize it. The game is not using my hardware.. Its better now, but i would not have to remove Cpu0 eeevery time i start the game... this game should run at 600-700 fps by know all the time :D Some say a cupped of years back, 50% performance went out the window with an update.... and that makes sense to my numbers.

Yeah my computer doesn't care too much of low or high setting ether.. nor 1080p or 1440p

It is not or beefy computer, its just a bad optimized game for beefy computers..

Found my problem, CPU was running high voltage, don't know why, and i don't know the exact problem. I chose " load optimized default " in bios.. and the Voltage are down, and i get another 100 fps in csgo. It was on Low performance profile, and normal before..

Loading Optimized defaults disables your XMP profile, make sure you go in your uefi/bios setup and Load a default XMP profile. There should only be 1 that is optimized for the RAM you are using so that your RAM runs at its stock optimized speed.
Do not mess with CPU settings.

amd processor might work better than intel, intel is kinda behind in most metrics. that might be one of the bottlenecks of the pc. make sure your ram is properly overclocked as well

Are you using multicore?
Because, only one core is running at 100% and others under 10% but if you enable multicore, the game will use more than one core
