How do people can use other CT/T agents than anyone else?

everytime i played casual i always seen that there are some people that had different agents than others, for example, in cs_office the terrorist are the Anarchist, but one player is the Enforcer Phoenix, i always wonder how do i get those, my thoughts are they got it from a case or something and they switched their agents, but still, i still wondered
