do not attempt to tweak any settings if you don't know how to, just activate disable turbo and see if your fps decrease.

so its an 2012 processor thats discontinued and thats isnt very good compaared to todays standards and since cs go is extremly cpu dependant it explains why it dosent run as good as it should
Changing the thermal paste with new quality one
Stopping all running programs and left only steam and cs go working and try it
You need to make a backup of the registry and Windows for the next steps

Tip for advanced user
Step 1: Press Windows + R keys, type regedit in Run box, and press Enter to open the Registry Editor.
Step 2: Navigate to following registry key in Registry Editor.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\PriorityControl
Step 3: Change value of Win32PrioritySeparation to make foreground apps perform the best.
Double click the Win32PrioritySeparation in the right pane of Registry Editor. And you can see its value data is 2 now.
If you want to adjust best performance of Windows for foreground apps, just set the Value data as 26.
Suppose you want to adjust best performance of Windows for background processes or services, you can set the Value data as 18.

Make Benchmark in UserBenchmark and check CPU Background Usage
If you don't like how it works you have Backup
Windows will run slower which is normal because you make it use more resources for programs rather than services
I didn't started to play CSGO yesterday, i've been playing for more than 6 years, that makes ZERO sense. I always played on this setup without any FPS drops at all, always on 120-180fps.
