Both teams are full.

[PATCH ACQUIRED]

I'm trying to surf with friends in CS, we've gotten most maps from workshop to work, however not surf_reprise and surf_lux. When I load up, it shows the "pick your team" screen. However, it say both teams are full, even though there are no players or bots. I can't access console from the page so I click spectate, that works fine and I use console. I do bot_kick, mp_limiteams 0, mp_autoteambalance 0, mp_humanteams any, all that stuff with sv_cheats 1 first, of course, then I mp_restartgame 1. Still nothing.
Btw, I don't know if i wrote the commands correctly here, but I assure I am typing them correctly in game.
Please help.
