I know this effect only from adaptive Vsync, but you probably do not have Vsync on.
I am sorry to not be able to help you, but merely show you the direction of your investigation.
Incase you have Nvidia GPU then check the settings there as a lot of them might be causing a problem
Also, Check your drivers. Hope it helps :)

What monitor do you use?
Is sounds like you have adaptive vsync turned on.

Nvdia Control Panel | 3D settings | Global Settings | Adaptive VSync = off
