Kinda makes no sense to me atm.
250ms is an average person's reaction time. I'd be confident saying 200ms is an average gamer's. If you hit <180, you have great reactions.
Well i did have 187 a few times. So I'm okay I guess.

Well, yea just pre-fire where the enemy is every time. No need for reaction.
If only it were that simple...
Fact is crosshair placement and anticipating the movement is more important.
All of our reactions times will be extremely similar so it's not that big of a deal.
- Hearing footsteps.
- Consistent jiggle-peeks.
- Knowing the enemy is locked in a specific position.
- General choke point timings.
Anticipating an engagement shaves 25%+ off your reaction time.

To confirm a person's reaction time, you need to do the Scientific method (That thing which nobody knows about), then you can confirm your reaction time. Also an average person's reaction time is about 400 - 450 ms if man and if women 500 - 550 ms. (As latest)
PD: Mine is 156ms :D
