It's rare because it's new, eventually the market will flood with them.

That particular case is not "rarer" than any other case. You got a chance to get up to 4 drops per week, for you playtime. These drops are split into Cases, Graffitis and Weapon Skins. So its 1/3 for each. And then you also got like 12 Cases in that 1/3. So, its kinda rare, but its just basic math and probability.
Edit: And you cant influence any outcome there. 4 drops a week. You could have like 5 weeks only graffitis and then 4 weeks only skins; no case at all. All possible.

It’s possible, but it is not likey as there are skins, graffitis, and 4-5 other cases you can get as well
