Report a translation problem
You used to be able to “scam” yourself with an alt account, write a ticket to steam support and get a new item. Then just take the “scammed” item off your alt and you had 2 items
Because this got QUICKLY out of hand you can no longer get any items back and it's why Valve makes it very clear that ANYTHING YOU TRADE IS TRADED FOREVER and will never have any justification to be returned.
The scammers probably even have no idea what a duped skin is.
Only for very, very old skins will they have duplicates.
