What are Duped Skins?
I see many youtubers telling like" This knife was Duped" or something like that, So What does it mean by a Duped knife skin?

You used to be able to “scam” yourself with an alt account, write a ticket to steam support and get a new item. Then just take the “scammed” item off your alt and you had 2 items

u could report that u got scammed and then valve would give u an identical skin

Someone wrote that he was an admin to me and said my items is "duped". He wants me to send the skins to my friend so he can "reboot" my account. This is a scam right? He can change my name and block my friends. He has some sort of control over my account which i really dont understand i make me quite afraid. Pls help.

Way way back in the day you could get Steam Support to recover items for you and this sometimes mean duplicating items.

Because this got QUICKLY out of hand you can no longer get any items back and it's why Valve makes it very clear that ANYTHING YOU TRADE IS TRADED FOREVER and will never have any justification to be returned.

It is.
The scammers probably even have no idea what a duped skin is.
Only for very, very old skins will they have duplicates.

Those are accounts trying to phished your account, trying to scam your item and sometimes wants to steal your accounts.
