I believe it's possible to create a french account which would have the x-ray scanner. However on your main you'd have to change your "current country" which is only possible once a year i think and you'll lose your steam wallet balance.

You don't lose wallet balance when you switch and you can switch as many times as you want. I remember however a scandal regarding people abusing genuine p250 X-Rays and getting themselves banned for TOS violation. I don't want that, though I want to try the case scan

I'm pretty sure you won't lose your wallet balance as that would be a bit dodgy

"UPDATE STORE & WALLET COUNTRY
Your country is part of your Steam account settings. Your country setting affects what you see on the Steam store, the currency you see prices in, and the currency of your wallet.

If you have moved to a new country, or are living abroad for an extended period of time, you can update your Steam country setting when you complete your first purchase using a payment method from that country. If your location differs from your current Steam account store country setting you'll have an option to change your store region while you view your cart or as you complete your purchase.

If you are unable to complete a purchase using a payment method from the region you have moved to please contact Steam Support"

I'm pretty sure when i changed my steam country and currency steam gave several warnings of the wallet being reset, I'd imagine it's to prevent people from abusing currency exchange rates.
I believe the safest bet would be to create a brand new french account and try it out, i remember watching some youtubers do the same to try x-rays out.

okay, but why? i mean, you'll be able to see what item is inside that scanned case. And in order to scan the next case, you have to buy the first item.

Great, so you're obliged to buy that 3 cent skin for 2,30€ in order to be able to scan another case.

Otherwise people would just scan their first case for free and keep doing that on multiple accounts until they unbox something profitable

It's just a gambling law thingy that they needed to put in place. It tells you up front that you lose money; or, if the case contains a knife you see "yay, $60 daggers" before paying $2.50. That's all.

Doesn't really prevent opening cases; like if you want to open 20 cases you do it anyway.

edit: You can not trade or sell cases that you scanned. btw. If OP was up to that, not gonna work.

Question: So the content of the case is already determined when it is created? I thought it was determined during the unboxing itself, and basically just a token to start the process of a skin creation...

No real way to know but its believed that its auto generated the moment you unbox it

Don't know and doesn't matters.
the scanner starts the case opening and just the moment when you have to pay has changed.
