How to change your region
I wanna stop playing in my region (Latin America) and wanna go back to US West to play with english speaking people and russians. At least I can understand those languages. Brazilians, in the other hand, speak portugese and NEVER use the in-game voice commands to communicate so is really hard to build any kind of play there. I know the pings vary. I used to play in US West and US East way before they did this local region only thing a few years ago (iirc) with around 150 ping and that was when I ranked the highest in competitive, it was fine... I barely experienced any kind of lag, all due to the mere fact that I was able to communicate with EVERYONE (And the quality of the average player there is higher than here). Is there a way I can get matched with people from all around the world instead of my crappy local region?

Add server that you want to join. For example, I use mm_dedicated_force_servers hkg to join Hong Kong server, even though Singapore server is closer to me.

You can check list of server codes by starting competitive matchmaking queue, then look at console. The console will show your ping to official servers. From there, you can check which server are close to you and probably guess where they are based.
I only know these:
sgp Singapore
hkg Hong Kong
maa India
dxb Dubai
fra Frankfurt
vie Vienna

I see... So I copy and paste that, then a space and the code for whatever region I want. should I write that in the console when I am in the main menu or must I do it while I am in game (like maps) or somewhere else?

Do it on main menu, before you start matchmaking queue.
If you only choose one region, write it like this example:
mm_dedicated_force_servers sgp
If you choose multiple regions, write it like this example:
mm_dedicated_force_servers "sgp, maa, hkg"

This is console command, so you can't get banned for using it.

I'll read a little bit about it and then I might try this. I only want one server, which should be lax because of the ping. Oddly enough, the difference between the one I am and that one is about 5-10ms lol, barely a difference

Okay,
You can verify that you are connected to lax or not by one of these two steps:
1. Keep console command open while waiting for your queue. Before "ACCEPT" button appear, the console will show the server you are connecting to.
2. If you are already in server, use console command
status
The console will show information about the server, including server region.
