Can i block someone to never play again?

im playing with/agains the same 2 players since last week, they use wallhack ( at least) i have records of games.
when i play agains them someone always complain and left game because some people like me dont want to play with cheaters.
they on purpose are trying to be injuried by his partners, it s impossible to play.
not just 1 game, every time in the last few days i want to play ranked and i play ALWAYS with or agains them.
i ve been punished by the game because of games with people that people, how is that ? i dont want to play with them, but if i report nothing happens ! if i quit i cant play again for a while! and if i just play knowing ill be punished later but hoping ill have a good game later, i play with them again.. so... i m f ****? im prime.

I think theres no methods by far. Just report them.
They will get VAC or LOW TRUST FACTOR status, so u will not meet them in future.
And pls don't quit game cuz abandoning game makes ur trust factor decrease, u will meet more hackers. Just try to vote them off.

answering to both, playing with a team will be better, but i will be playing agains them in a nonsense game. I do not quit , always someone do that because they know them too, sorry if i dont use my english properly.
and i cant vote them of my team, or the players in the other because they are 2.
half of my games with that cheaters, are with cheaters i played more than 2 times, so in my noobish mind i think if people can really block people, the cheaters problems maybe will be less.
ohh i forgot the xenophobic words before the mute, i d never thinks 2 ( i preffer not to say nationality) could have so much hate agains other people of his continent and even when their own people! it was like a 1939 hitler produced movie xD
But thanks i thought there was a solve option but i see im too noob for believe in that ( not a cheater solution but i thought there was a block solution )xD

just get your own cheats that are obviously better (prefer onetap for public and mm) and they won't ever want to q against or with you because you'll be dominating the lobby and make it boring for them!

Not true ,a russian blocked me yesterday after playing Office ,i couldnt even join his lobby (he invited me) ,the Game said that i was kicked from the lobby even though i didnt enter on his lobby,when i went through his profile,it said that i couldnt add him as friend ,Steam told me i got blocked by him

It doesn't work to block in-game unless Valve changed something today. It works by blocking in Steam Community and communications, in general.

I can't say what happened there but blocking does not block players from future matches with you. It blocks communication.
