I don't believe its anything to do with valve wanting to drive sales to the market but too stamp out underage and illegal gambling. Express trade bypasses the 7 day hold and allows gambling to start again, something that valve must stamp out to keep trading alive.
Plus my take on this is that OPSkins keeps valve in even more money because people buy keys from valve, to trade or to open creates in the hope of getting a knife or expensive skin to sell on OPSkins. If valve wanted all funds then they would close down trading (just my guess).
