Low FPS with i7-4790k [Solved}
TLDR: The 4790k is giving me average 155fps on the uLLeticaL with all settings on low @ 1920x1080 with multi rendering on.
When settings are max @ same resolution and mult rendering on, average fps is 144

I have turned of DVR, clean downloaded drivers for 1080 (did not use DDU). New install of Windows 10 x64 (still have seperate hard drive for just steam games)
Turned off other xbox monitoring in regedit

Hardware:
i7 4790k
Asus ROG 1080
Z97 Msi gaming 5
2 Gskill Ram 8GB 1600 9-9-9-24
2 Hard Drives 2TB Firecuda SSHD 7200 RPM
Corsair RMI 650W

Windows 10 and other software is seperated from videogames via hard drives

During benchmarks, 1080 reached 100% load but averaged around 30-40%
CPU max was 77% however each individual core varied from 75ish to 96%
There was a large disparity in load percentages to each cpu, i.e. cpu 0 could be 60% while cpu 7 would be at 20%
I have already read multiple forms but there seems to be no solid resoulution to this problem.

Any other tips on fixing this would help! Thanks in advance

Video above helped create stable 243 FPS on Max settings
280 On almost all low settings

Is vsync (in nvidia control panel) or triple buffle (in game settings) accidentally turned on?
144 is probably the refresh rate of your monitor.

Triple buffer was off but vsync was up to the graphics but after turning it off there is no change in performace, it actually got worse somehow, but during that test, i turned off the vsync and chaged -threads to 8 (was originally -threads 4)

remove all launch commands.

Hmm did you get over 300 - 600 fps under normal conditions but extremely low fps during the smoke part? is fps_max capped at 0 (unlimited)? ^ ^;

I think you need a PSU that delivers more than 650W. If the problem is consistent with other games too, maybe its worth investigating.

Fresh install no launch options Max fps the avg has gone up to 190 now, so could have been some conflicting files within csgo, but still al aittle low. will get back to you.

power saving options on maximum performance?
clean your pc maybe its a bit dusty?
cpu too hot?
is csgo using your 1080 rather than your intel hd graphics?
check all those

Second test after fresh install average was 224. I am getting ~300 at the begginning at the end. In smoke portions it drops down to 90-150. Other parts like the first left right after the beam, the row of T's, the boxes are roughly 150-200ish

From what I have seen, I am able to get at least 100 or so fps in games like witcher, BF4, and most other games, if this is a PSU problem, what is the recommended watts? Just seems like it would be even more overkill at this point. Also not sure if it is relevent, but the cpu and gpu has enough power to reach the max 100% load, if for a second but HWmonitor showed that they were able to max out.

You dont need 650w unless u do extreme OC or dual GPUs

Power performance is On
Just cleaned out the cpu when i installed the 1080 last week
The cpu temps range about 60-70C while I was benchmarking
Not sure how to check if the 1080 is being used over intel graphics, but HWmonitor was showing that the 1080 was consistent with 30% or more throughout the benchmark

err CPU should be around 45.. 60-70 is overheating.
Are you using a CPU fan? is it dusty? ^ ^;

Also can I know your windows 10 version? Lately many users have report that the insider preview or April update is causing fps drop.

Win key + R -> CMD -> Ver to get windows version

Not to dispute, but a quick google search was conflicted with saying that 70c is fine but its only when you get into upper 80-90 is when it is more of an issue. However I will look into it. The CPU cooler is Corsair H100i V2

Windows version 10.0.17134.1
