its the scoring points that cause you to rank up or downrank. the higher the ELO, the higher the rank. You gain ELO by earning MVP's or winning rounds (rounds themselves, not entire matches)
You Lose ELO by losing rounds.

It doesn't mean anything because CS:GO doesn't use the elo system.
