Cooldown 20h after i play 2 match competition

Hello everyone , can somebody explain me why i can't play much more then 2 match competition without getting cooldown 20 h ?
i have buy this cs go and i start play directly match competition and i see there it is with leveling on your account and more stuff . I don't flame the opponents or makeing teamkill teamattack nothing of these i don't stay afk i just play during the match and finish 2 match's then after that i have cooldown why ?! what it's the reasone for this cooldown ?

For the first 10 wins you are restricted to 2 wins every 20 hours.
After 10 wins this restriction will be lifted
