Only if this anti-addiction time is a thing in the country you live in. It's not relevant otherwise, don't worry, game's not going to shut down.
The counter itself basically tracks your total playtime for the latest day playing the game. If it exceeds one hour in China or wherever else this is active - game shuts down. That's what I heard, at least.

Google exists? Ask it. There are countries that restrict playtime by law; iirc 2hrs per day and 6hrs at weekends for example. It's about protecting the youth from addiction. In some countries there is even forceful psychiatric therapy on young people who are addicted to computers/gaming.
If you are in the USoffackinA this does not apply to you obviously; so just open up another Red Bull and play the next match. But Steam is still showing that data because they collect that anyway.
Because it's China, not exactly a free country as you could tell by the amount of censorship they impose on their citizens. Unlike America or any other non-oppressive non-communist country, China doesn't like games very much, might give their citizens ideas and decide to overthrow the government.
An example would be the Hong Kong riots where China attempted to instate communism. The people rioted because they've already experienced what it's like to live without communism and how much better it is.
