i found out that "paybox" which OP mention in his first post of this thread is a website itself

1) go and contact the paybox website support staff for help

p.s OP thought the problem can be solved by steam support. he didn't realize that the problem is due to the website he uses to purchase "steam funds".

Go there and contact Steam Support, explain everything throughly, say that your previous transaction worked and how this time failed and what Paybox told you
