Playing with bots / workshop maps: No bots in opposite team

I am trying to practice in workshop maps and offline maps with bots but there seems to be no bots in the opposite team. For example, in a deathmatch with bots, there was only me and one bot in terrorist side but no bots in the CT side. What could be the reason for this?

Go practice deathmatch against players, you can't learn by playing with bots.

you can add bot in offline modes if you want using bot_add command in console

When I add bots in workshop map, only one of them spawn in the next round. The rest are all dead. I have to keep adding bots every round :(

the map might have custom setting causing it to maintain player and bot ratio on both teams equal meaning every round it balances the both teams
