Yep, many people play cs at barely playable fps arround 30-60. Boost graphics and you lose all those players.

Never said i did, i just like good graphics in games.
1. The average csgo player's PC isn't capable of running demanding graphics settings
2. The game puts high focus on visual clarity. You don't wanna miss out on an opponent because he was in an area too dark or too bright to see, too far away or well hidden behind fog. Take a look at Rainbow Six Siege: That game used to look so decently in trailers, but needed to be tuned down as a cinematic multiplayer isn't a competitive eSport.
You don't think that would happen ? What, you think they will play the game at their new shiny 10 FPS ?
Cs go Is not about graphics, it's about fast pace shooting expirience, which you will not get with increasing the graphics. It will only make it slower. Anyone who Is competitive in this game, plays at low settings, low res.
