Will my csgo xp rank reset at new year? (Recruit, Major,Lieutenant )

Guys I am rank 40 in csgo and so am wondering if I should get the service medal at the start of 2020, I want to but I am wondering if my xp rank will reset at the beginning of 2020.

No. It will reset only if you claim the service medal.

You should get it now and work up to it in 2020.

I see you don't have any service medals yet. So you can either claim your 2019 Service now or get your 2020 service medal on January first or later. you won't lose your tallied XP on new year. You'll just lose the chance to have a 2019 medal. Personally, I'd get the 2019 now as you are already maxed out on levels and all XP you're gaining now is wasted until you claim your medal and start over to rank 1. Not a big deal since there's only a week left but that's up to you.

No, it will only reset once you click and collect your service medal.

Your rank reset after you get Service Medal.
If you complete 2 or 3 times again that process you will get different colors.
Next year there will be a new Service Medal to achieve.
