Internet speed slow down and up

I have a question i'm really curious about. My internet connection just slow the speed down and up again immediately. It has nothing with my internet connection is bad or many device is on it. It is just like i play csgo and everything is good no bad ping around - example 15-40 and immediately just ping goes up to 100+ and down again and it happens in few seconds. Not only csgo just generally when i use it but it is not visible because if i watch a movie and it already has loaded enough to when the internet come back to normal it can reach to load again before it has to load.
Another example is when i'm downloading something or an update here in steam i can see the MB suddenly falls down and goes up again to where it was before.
It is annoying and you can't maybe believe it but it happens sometimes exactly when the enemies is front of you or close to you in csgo (just the game i play, that's why i take it as an example), although it only happens like about every 15-20 min not always just generally.

once i played with some guys and it happens and they said "wow, suddenly all internet connection just goes to another one or to a download" something like that.

use the RJ45 cable instead of playing wifi

then thats your problem, wifi is never 100% stable and constantly fluctuates

Dont play using WiFi..

Stop all possible downloadings ingluding adult entertainment.

Get better internet might help alot and do virus scan with malwarebytes incare you have crap in your system.
