Downloading CS:GO Skins on Workshop

Is it possible to download a skin on workshop then load it in-game? Like what people have been doing on Left 4 Dead 2.

Edit 1: Its because I found a really cool workshop skin but its not officially available.

im think those are votes for skins that will be added to the game, but there is a way to get a skin changer which ive personally have never used but seems very kwl, so yeh doesnt come from steam workshop just search on utube how to do it
