CS using too much RAM
So during the last few weeks, when I've played CS, it spikes up the memory usage (As I'm writing this, RAM usage is at 94% and CS is using a bit over 1,3 GBs of RAM.)
Is there any way to mitigate the issue?

So fix or replace your ram. If game development held back so people with old hardware could still play we would still be playing pong.

If you have 94 % usage and that's taking1.3 gb you should look where the other 15 go are going too. But that doesn't sounds good you should check that you have 16 gb ram in the bios and inside bios. But that means if 1 kit it's bad you should have 8 gb
1.3GB ram usage is normal to CSGO but if you want good results then change default settings of virtual memory. this pc [right click] > properties > system properties > advanced > performance > setting > advanced > in virtual memory click CHANGE > make sure the [auto manage system paging file is on].

Yes, the numbers don't add up here. 93% of 8gb isn't 1.3gb. Are you using on-board graphics or a separate GPU?

separate GPU, gtx 1050 ti 4 gb

Are you saying it's 1.3 GB or 13gb?
Ether way that's not 93%

As others suggested your ram is being used up on something else.

Check task manager and see which process takes up most of your 16gb
