I have had steamguard for like 1 year and i put in 10 dollar, then i buy skin for like 1.50 dollars and then it says "Your account is currently unable to use the Community Market."

It looks completely normal. It has no message that u get when u have activated steam guard or whatever.

Alright, that is weird.

So when you hover over the buy button it also does not give you additional information about why you can't currently buy? If not, contact steam support right away for clarification.

I can see when I will be able to use the Market again but it says "You will be able to use the Community Market in 0 Day 0 Hours 0 Minutes" Please Help!!
