Game stuttering on high end pc

Hello. I have been having this issue for quite some time. Basically my game is running smooth, high fps and all that but there are moments when it freezes for like a split second and then everything is fine again. Like literally stuttering. It might not be super laggy but these are in place and had costed my a few lost matches becouse of it. Doesn't matter whether its faceit, official valve servers, community servers or even self hosted bot server. I didn't want to make a post about it but I think I've tried everything and I am clueless right now. Here is what I tried to do:

-restarting my pc

-removing some outdated commands form my launch options (like -high etc.)

-setting csgo to high priority on my cpu

-messing in regedit to give cpu priority for cs

-unparking my cpu cores

-turning off my second monitor (I thought it might be my mouse cursor flying to the other monitor but guess thats not it)

-optimizing my 3D nvidia settings

-tweaking and remaking my autoexec

-veryfing my game files

-reinstalling the game

-reinstalling nvidia drivers

-formatting my pc and installing cs on ssd

-dowloading all drivers (motherboard, cpu, gpu, realtek)

-unparking my cores

-overclocking my cpu

-turning off high precision event timer in my bios

-returing all my bios settings to default

I remember it happened after some csgo update and Its been like that ever since, its been like 7-8 months now.

I have no clue what else can I do, so I will post here my hardware:

Geforce GTX 1060 Windforce 6GB, i7 6700K, K3 Z170 GAMING, RAM 16GB 1333Mhz I have SSD, and I dont remember my power supply but when I was building my pc I made sure It would be enough to supply all the periphals.

Capped and uncapped fps
Set priority to high
Used one screen
Deactivated sync

Nothing has worked, it's almost as if the game is not utilizing the full potential of the GPU & CPU.

Really? You have much better hardware and still experience the same problem? Guess thats just a outdated engine problem then. Feels bad

Not high end pc. But cs should run just fine with those specs..

Just google "csgo stuttering" and you will see how many people actually have this kind of issue, a common spot for example is on overpass, if you jump down from heaven going b, most of the time the game stutter and there are many more spots like this, for example, on train when you peek from main to connector game will also stutter sometimes, i tried intel+nvidia and full amd setup also tried both windows and linux, same issue, the only thing i noticed can solve MOST of the stuttering is installing the game on ssd

I have a FX 8300 and a R7 260x and i have 120 fps on high, no you dont need a better PC
