I would advise you not do this if you plan on using community servers because it leaves you open to slowhacking, but you can definitely do it while playing on one of Valve's servers.
You can do that via the shortcut link. You don't need the -insecure launch option to do it.
You can do this with any software, app, or game bought on and run from Steam.
You can also set the compatibility settings for CSGO's executable files to run as administrator.
The -insecure launch option runs CSGO without VAC detection. People who use it will not be able to play on VAC protected servers.
