playing rage 2 on highest settings and i get no lag or stuttering and Doom2016 is stuttering until the texture loads but its almost instant and my cpu is weak sauce until i get a replacement for my broken ryzen 5 3600x i got a ryzen 3 first gen 1500x and its good but the cache is only 16MB and the better one is 32MB

when it comes to overclocking yes but when it comes to prize the ryzen is actually cheaper and performs 17% better then the i5 stock..so pick your poison im an amd fanboi so my opinion is purely biased :P
The ideal pairing would be the 9600k and 2060.
A 9600k overclocked would perform fast than any amd cpu at csgo so its down to you what you get and the 9100f would limit you because you cant overclock it nor is it good for streaming due to the lack of cores.
I have the RX 590 and 9600k at 5.0 GHz and I can stream at 1440p 6000Mbps through OBS without losing any frames in csgo and averaging 300-400 at 1440p. Cs is a very easy game to run only if you have a fast CPU. Gpu doesnt matter so much tbh but realistically in the long term a RTX 2060 would be a far better investment than a 1060 because it performs a lot faster and will last you longer.
