Cores and threads is a different thing. Google it. Also:
-high
This will start the game in high-priority mode. This launch option can help players with lower-end computers to get less lag and a few more fps, but it is not a guarantee. Test this launch option, if you don’t notice any improvement performance-wise, remove this launch option again.

-threads <number of cores/threads>
So far, I was not able to find a definitive information about the maximum number of threads that CS:GO uses and if this launch option makes any sense. If you have a CPU with 4 or more cores, you can try to set -threads to the number of cores (or number of threads if you own a CPU with 2 threads/core) you have, but right now I can not guarantee that your performance will improve. Test it, if you don’t notice any difference or your performance is actually worse, remove the launch option again.

Don't use -high or -threads. Not needed in most cases.

That's like saying you don't need winter tires in winter in most cases.

You know those are not needed in most cases. But as you suggested, try it out.

"not needed" is a really good suggestion.

That doesn't even make sense. He has a crap CPU. It is not needed when you've a good CPU so you've high fps anyway.

Yes, -high might help with a crap CPU.

I tested it a bit.

I manually assinged 8 threads to csgo.

Without the launch option, it only seemed to use 3 or 4 of them.
And with -threads 8 in launch it seemed to use 6, but with no performance increase.

Hello brunom.
Years ago, I had a lot of FPS problems as well, my PC was not the best at the time.
I usually used this commands.

-nojoy = Removes the joystick support and give more free memory and FPS.
-novid = Removes the Valve introduction movie when the game starts.
-threads = Set to MAX (4 is MAX).
-high = This will start the game in high-priority mode for better FPS.
+mat_queue_mode 2 = Forcing Your CPU To Use Multi-Threaded Mode.

Best regards.
