I don't know much about this kind of problem.
fps_max 999 in console, +mat_queue_mode -2 in launch game options
CPU if i remember good it was 60+- C°
Check to see if you don't have the power cord hooked up to the GPU.
I have 3 potential fixes
1.Try replacing your cpu and gpu thermal paste
2. Try replacing your video card.
3. Try replacing your power supply.
Good to hear.
And well, reworked Maps use hd textures ,models use more polígons...
You can lower the resolution though,i dont know why ppl think playing below 720p is not acceptable

This is not an old video. and watch the comments.
I think the gtx 1660 can also raytrace(rtx)
Check if your windows is updated, motherboard bios is updated, and video drivers up to date.
After that and it still doesn't work, get gpu-z and take a screenshot of it while you have csgo running.
This is not for temps but to tell me if stuff like vbio is right and or if it is running on PCI x16 3.0.
if you check the comments. ppl said they have same fps with 960 this is why i send it to you.
Word of mouth means nothing.
That's as bad as the one dude in the forums who said gtx 1060 is same as rtx 2060.
Different cards. Different systems.
They might be getting higher FPS cause of more ram, better CPU, etc.
More ram and cpu overclock is a whole differnce thing for fps
Trying to run on low ram will also be a issue. Ram speeds also help.
32 gb is way better than 4gb
2666 MHz will be way better than 800mhz, and is better than 1600mhz.
Then you can also bottle neck systems with lower end hardware.
The more you know your system, the better you can fine tune it.
